Adopts Systematization rulebook
Decides on employment, rights and responsibilities of the employees
Proposes programmes, plans, project proposals, reports and other documents to the Council
Does other duties foreseen in the law

Prepares project proposals for development of the planning region and areas with specific development needs on the following topics: agriculture, rural development and energy efficiency. Encourages inter-municipal cooperation, and provides professional and technical assistance to the units of local self-governments and NGOs. Implements projects for stimulating the development of the planning region financed through EU funds and other international sources. Promotes development possibilities of the planning region.
